| Multilingualism boosts European competitiveness |
Each year, thousands of European companies lose business and miss out on contracts as a result of their lack of language skills, according to a study carried out for the European Commission during 2006 by CILT, the UK National Centre for Languages, published today. The findings suggest that there is enormous potential for small businesses in Europe to increase their total exports if they invest more in languages and develop coherent language strategies. Recent research shows that companies that enhance their language skills can exploit better the business opportunities in the EU’s internal market, which, with nearly half a billion people, is the world’s largest.
“Far from being an unwelcome cost to doing business", European Commissioner for Multilingualism, Leonard Orban, said, "investing in language skills can dramatically improve a company’s business opportunities. I plan to place multilingualism at the heart of the Lisbon strategy for more growth and jobs.”
The study, entitled “Effects on the European Economy of Shortages of Foreign Language Skills in Enterprise“, is the first attempt at European level to estimate the cost to EU business of not having foreign language skills. The data in the study is based on a sample of 2000 small and medium-sized enterprises (SMEs) across Europe, correlated with information from 30 multinational companies and a group of experts from the countries involved, and supplemented by a set of case studies.

| Berlin plays host to the European launch of the Lifelong Learning Programme |
The European launch of the Lifelong Learning Programme, the flagship EU funding programme in the area of education and training, will take place at a two-day conference under the German Presidency of the European Union on 6 and 7 May 2007 in Berlin. The conference is organised by the German Federal Ministry of Education and Research with support from the European Commission. The Programme will cover the period 2007-2013, and is the first European funding programme to cover the full range of learning opportunities from childhood to old age.
The Lifelong Learning Programme is the successor to the earlier Socrates, Leonardo da Vinci and eLearning programmes, and its legal base was adopted on 15 November 2006 by the European Parliament and the European Council. The Programme has a budget of EUR 6 970 million for the period of the 7 years from 1 January 2007 to end December 2013. This will be used to fund projects and activities that support millions of individuals to study, train and teach abroad, and that foster interchange, cooperation and mobility between education and training institutions and systems within the EU, helping them become a world quality reference.

| The Hague Recommendations Regarding the Education Rights of National Minorities & Explanatory Note |

In its Helsinki Decisions of July 1992, the Organization for Security and Cooperation in Europe (OSCE) established the position of High Commissioner on National Minorities to be "an instrument of conflict prevention at the earliest possible stage". This mandate was created largely in reaction to the situation in the former Yugoslavia which some feared would be repeated elsewhere in Europe, especially among the countries in transition to democracy, and could undermine the promise of peace and prosperity as envisaged in the Charter of Paris for a New Europe adopted by the Heads of State and Government in November 1990.
